Five days after reaching Winterfall, or immediately after defeating Beelzebub, a “!” mark appears on the overworld map in front of Nephlune's entrance if you completed Rise to Intermediacy. Go to this spot to obtain the quest.
After talking to Lord Nephlune, your next objective is to make at least three recruitments. You can make up to five recruitments. Your targets are:
- Fleura is located in the Crying Seagull tavern. You can recruit her if you defeated all duelists outside of the ones found during Festival of Greed. Once you recruit Fleura, she relocates into the underground pub.
- The adventurer twins in Nephlune's guild can be recruited if you convince the clerk to give them Expert rank. You can either accept the clerk's demand for potions or drugs, but you can alternatively talk to the white priestess if you helped her open a church.Once you recruit the twins, they relocate into the underground pub.
- Nephlune's black priestess is present in Nephlune's church if the church was opened, or next to the white priestess otherwise. If the church isn't open, you can only recruit her if you show her the Horror spell. Else, you recruit the black priestess just by talking to her. Once you recruit the black priestess, she relocates into the demonologist's place.
- Alexis the prostitute can be found in the sailors quarters. She can be paid 1000 G or shown Seductive Stance II for you to recruit her. Showing her Seductive Stance II ends the day. Once you recruit Alexis, she relocates east of the underground city.
- The female merchant is in Nephlune's congregation building. You can recruit her either with a Vice action costing 1000 G, or by paying 2000 G. Once you recruit the merchant, she relocates in the underground city, close to the cage.
Liliana's support starts at -20. Having Liliana's support exceeding the Shadow's support by 50 will give an easiest boss battle if you plan to make Liliana win the election. Liliana's support can increase with the following actions:
- +10 for each recruitment.
- +10 for helping the accused. Talk to Liliana in her house anout the election to see this task. The two accused are in the Crying Seagull tavern. You can distract the guards (2 base Lewdness requirement) or take Lord Nephlune's option (costs 200 G and ends the day) to help the two cultists.
- +5 for clearing the rubbles in the underground city (also gives 5 Trust). Talk to Liliana in her house about the election to see this task.
- +10 for the helping Liliana in the Voting Encouragement event. Talk to Liliana in her house about the election to see this task.
- +5 (or +10 if you have at least 100 Trust) for each flyer distribution (Special Waitressing task). Talk to Liliana in her house about the election to see this task. Working as a pub waitress makes you distribute one flier. You can distribute up to three fliers.
- If James is alive and your Trust is at least 140, you can convince him to support Liliana. This gives her +10 support.
- If you recruited the female merchant, you can give her 3000 G to fail her corruption mission and raise Liliana's support by 10.
- During Fleura's corruption mission, you are given the opportunity to teach her a rank III martial. Doing so fails the mission and increases Liliana's support by 10.
- During Alexis's corruption mission, you can give her the Masterclass Techniques to make Males Cum book. Doing so fails the mission and increases Liliana's support by 10.
- Starting the election with 0 corruption mission completed increases Liliana's support by 10.
¶ Raising the Shadow's support
The Shadow's support starts at 0. Higher support for the Shadow gives you more rewards if you let him win the election. The Shadow's minion in the underground pub can give you tasks to complete and prospects for corruption missions (+10 support for each successful corruption mission). The Shadow's support can increase with the following actions:
- Corrupting the twins requires 30 Trust and 10 Vice.
- Corrupting Fleura requires 3 Vice.
- Corrupting the black priestess requires 10 Vice.
- Corrupting Alexis just requires to have Vice unlocked and giving her 1000 G.
- Corrupting the merchant just requires to have Vice unlocked.
- Completing the Child Needed mission gives +10 support to the Shadow. You either need to know Shadowcloak II (interact with the child) or have 25 Trust and 10 Vice (interact with the caretaker) to complete this mission.
- Completing the Seeress mission +10 support to the Shadow. You need 5 Vice to accept and automatically complete this task.
- During the Voting Encouragement event, a minion gives you an opportunity to make Liliana's plan fail (10 Vice required). Doing so increases the Shadow's support by 10.
- If James is alive and your Trust is at least 100, you can convince him to support the Shadow. This gives him +10 support.
- Starting the election with at least 3 corruption missions completed increases the Shadow's support by 10.
Once Liliana has at least 30 support, you can talk to her to start the election. The event's outcome depends on the support difference between Liliana and the Shadow.
- If Liliana's support is equal or exceeds the Shadow's, a fight against the Shadow's occurs. The Shadow has less minions if Liliana has 50 more support than the Shadow's.
- If the Shadow has more support than Liliana, but the difference is less than 40, you get a choice between fightning the Shadow and letting him win the election.
- If the Shadow has at least 40 more support than Liliana, he wins the election and you don't have the opportunity to fight him.
The Shadow's hits are Dark elemental. He is weak to Thunder and has 4000 HP. Killing him while he's still got a minion is not advised as it will resurrect him by using a minion. The Shadow's minions mainly throw bombs+ to deal damage. When the Shadow possesses a minion, you should defeat him quickly to avoid the Assassinate III skill. Losing the fight makes the Shadow win the election and forfeits any reward. Defeating the Shadow allows you to get a 2000 G reward from Liliana.
If you don't fight against the Shadow, his minion will let you select from 1 to 4 rewards. The number of rewards is equal to the support difference between the Shadow and Liliana divided by 20, rounded up. The selection of rewards is made of a Truthmaker page (only selectable once), blessed Demonbane coating, and 7000 G.
Whatever the election result, you have to report to Nephlune's guild clerk to complete the quest.
