This quest is given by the tavern master of the Trademond Boar Hut Inn.
Finding the herbs
The Hydrangea Herbs are present in the central forest of Runes. They appear on map as large purple flowers.
Once you've got all 4 herbs, report to the tavern master to complete the quest.
