Speak to Fleura in Neplhune's bar (the Crying Seagull).

After beating Fleura, Ralph becomes available for duel in the same building. After beating Ralph, Olaf (the old man looking at the sea in Nephlune) becomes available for duel. Beat Olaf to complete the quest. For tips on how te beat each duelist, see the Duelists page.
